SIA Kashmir Busts Sleeper Cell, Hizb-ul-Mujahideen Terror Aide Arrested in Shopian

Srinagar, Aug 23 — In a significant counter-terror breakthrough, the State Investigation Agency (SIA) Kashmir has arrested an Over Ground Worker (OGW) who allegedly operated as a sleeper cell for Hizb-ul-Mujahideen (HM) in south Kashmir’s Shopian district.
According to an official statement, the accused has been identified as Altaf Hussain Wagay, son of Ghulam Mohi-ud-din Wagay, resident of Reban Gund, Behram Shopian.
The arrest was made during investigations in connection with FIR No. 01/2025, registered under Sections 13, 18, 18-B, 38, and 39 at Police Station CI/SIA Kashmir.
The SIA said it had gathered concrete evidence establishing Wagay’s links with a Hizb handler operating from across the border. Acting on his directions, the OGW allegedly facilitated terrorist conspiracies, anti-national propaganda, and unlawful activities.
“Their activities were aimed at challenging India’s sovereignty and integrity, inciting disaffection, public disorder, and communal hatred,” the SIA statement read.
Officials added that the arrest marks a “major success in unearthing sleeper cells” in the Valley, which remain deeply radicalised and maintain connections with Pakistan-based handlers, terror organisations, and intelligence agencies.
The SIA said further investigations are underway to track down other members of the network and dismantle the support structure of the banned outfit.
