Jammu NIA Court Issues NBW Against LeT Commander Linked To Pahalgam, Other Major Terror Acts

A special NIA court in Jammu has issued a non-bailable warrant (NBW) against Pakistan-based Lashkar-e-Taiba (LeT) commander Saifullah, who has been linked to several major terror attacks, including the April 2025 Pahalgam massacre, officials said on Thursday.

Saifullah is a resident of Changa Manga village in Pakistan’s Kasur. He is also known in the terror ranks by the aliases of Sajid Jatt, Ali Bhai, Habibullah Malik, Langda, Noomi, Numan, Usman Habib and Shani.

He is a key figure in the terror outfit’s operations and has remained active for over two decades.

The NBW comes after NIA busted a “deep-rooted” LeT module headed by Pakistani terrorist Abdullah, alias Abu Hureira, who was arrested with another Pakistani accomplice, Usman alias Khubaib, and three local operatives early this year.

Quoting an order issued by the special NIA court on September 8, the official said the case arose after J&K Police intercepted a LeT operative in the Pandach area of Srinagar in March, leading to the successful arrest of the entire group, particularly Abdullah, who had been on the run for 16 years, and successfully established bases outside the Union Territory.

Seeking the NBW against the LeT commander for his role in the terrorist module, the NIA told the court that Saifullah, the designated terrorist listed under the Fourth Schedule of the UAPA, has been operating from Pakistan and providing weapons, funds and directions to terrorists in the Kashmir Valley.

The agency also informed the court that Telegraph IDs linked to Saifullah were recovered from one of the arrested Pakistani terrorists, revealing that he had provided directions for attacks on security forces, civilians and government establishments.

After hearing the NIA and examining the application and accompanying material, the court issued the NBW against the LeT commander. “Keeping in view the fact that the accused person is at large and the investigating agency has not been able to procure his attendance in the ordinary manner….as such a general warrant of arrest (non-bailable) is issued against Saifullah and is forwarded to SSP, Kulgam, as the last known address of the accused is village Yamrach (in South Kashmir district) for execution of the warrant as per procedure prescribed under law. The warrant has been sent for execution to the concerned authority through NIA, the official said, quoting the order.

According to NIA, Saifullah also acted as a terrorist commander of LeT in 2005 to 2007 in Kulgam district and later exfiltrated to Pakistan. (Agencies)

Ladakh’s Innovative Rock Check Dams Withstand Over 200 Cusecs Of Water Flow

Ladakh’s innovative rock check dam initiative has shown encouraging results, with five cost-effective and eco-friendly structures successfully constructed along the Sindhu River and its tributaries over the past four months.

The Ladakh Lieutenant Governor said the initiative was conceived as a long-term solution aimed at strengthening water security, agricultural sustainability and climate resilience in the Union Territory.

According to the LG, work on the pilot structures began on May 27, when the river’s water flow was around 20 cusecs. Five rock check dams were subsequently constructed using locally sourced boulders from the riverbed, without the use of cement, concrete or steel.

During the peak summer months, the water flow reportedly increased to more than 200 cusecs, providing an important test of the strength and stability of the newly constructed structures.

With the onset of winter, the river’s flow has now declined sharply to around 30 cusecs.

An inspection team comprising engineers was recently deputed to assess the stability, strength and condition of all five check dams and determine whether they had sustained any damage due to the high water pressure during summer.

The inspection found that the structures had largely withstood the intense water pressure of more than 200 cusecs.

However, a minor breach was reported in the first rock check dam at Upshi near Leh. The damaged portion is being repaired by engineers, the LG said.

The inspection also revealed that a deposit of fine-quality washed sand upstream had contributed to further enhancing the stability of the rock structures.

The Ladakh administration described the pilot projects as an important learning experience that would provide technical insight for the design and execution of future check dams.

The experience, the LG said, would help engineers improve future projects and make them more durable, resilient and effective.

The initiative has also received support from local communities, whose participation has been described as an important component of the effort to address Ladakh’s water and agricultural challenges.

The LG expressed gratitude to the people and communities for their support, reiterating the administration’s commitment to holistic development, water conservation, agricultural sustainability and climate resilience in Ladakh.

The rock check dam initiative is being viewed as a pilot intervention aimed at exploring low-cost, locally sourced and environmentally sustainable approaches to water management in the high-altitude region.

Ahead Of Assembly Session, Sajad Lone Slams Govt Over Reservation Policy

Ahead of the upcoming session of the Legislative Assembly, Peoples Conference president Sajad Gani Lone on Thursday lashed out at the government over the latest JKAS and J&K Accounts (Gazetted) appointments, terming the process as “recruitment apartheid” against the Kashmir Valley.

In a post on X, Lone said that out of 55 JKAS and J&K Accounts (Gazetted) officers selected, only 10 are from the Kashmir Valley. “So against a population ratio of 56%, inhabitants of Kashmir have got 18% of the jobs,” Lone said.

He added that the Chief Minister should have kept himself away from distributing appointment orders. “Incidentally, appointment orders were given by CM sahib. Ideally, he should have kept away,” he remarked.

Lone alleged that the current reservation framework amounts to recruitment apartheid against the Valley. “It is persecution of the inhabitants of the Kashmir Valley—a strategy to disempower and marginalise them,” he said.

He further argued that the cabinet recommendation on reservation would not make much difference. “This Kashmir region’s 56% vs 18% recruitment figure will not be changed if the so‑called file sent by the elected government to the Union government is approved. At best, it will increase to 19%, against 56% population,” Lone said.

The Peoples Conference chief announced that he will raise the issue in the Assembly through appropriate legislative devices. “I wish and hope that we together, across party lines, are able to highlight the severity of this issue. And call a spade a spade — which would mean saying it explicitly and unambiguously that the present reservation system in place is a methodology to disempower and relegate to the margins the inhabitants of the Kashmir Valley,” he said. India’s Most-Wanted Terrorist Hafiz Saeed In Pak, NIA Tells Jammu Court, Secures Warrant

LeT founder Hafiz Saeed, India’s most-wanted terrorist, is in Pakistan, the NIA told a Special Court in Jammu, securing a second non-bailable warrant (NBW) against him in two months in connection with a terror case related to the supply of weapons, funds, and directions to terror groups operating in the Union Territory.

The court was hearing an application filed by the National Investigation Agency (NIA) seeking an NBW against Lashkar-e-Taiba (LeT) founder and designated terrorist under Section 75 of the Bharatiya Nagarik Suraksha Sanhita (BNSS).

The application described Saeed, a resident of Sargodha in Punjab (Pakistan), as an “absconding accused” in a case related to the arrest of Mohammad Naqeeb Bhat during a check at Pandach on the outskirts of Srinagar earlier in the year.

A China-made grenade and 15 live rounds were recovered from Bhat, a resident of Batpora.

Bhat was booked at Zakoora Police Station under the UAPA, the Arms Act and the Explosive Substances Act.

The subsequent investigation led to the busting of a terror network, leading to the arrest of several more terrorists associated with LeT and its offshoot, The Resistance Front (TRF), and two Pakistani nationals.

The NIA said the involvement of Saeed, the “Amir/Chief/Founder” of the proscribed terror group, came to light during the investigation, with the arrested Pakistani terrorists allegedly found to be associated with him.

“Saeed is operating from Pakistan and providing weapons, money and directions to terrorists operating in the Kashmir Valley. The information is gathered that the said terrorist at present is in Pakistan and deliberately evading his arrest to escape the clutches of law,” the NIA told the court.

After hearing the agency, Special Judge under the NIA Act Prem Sagar on September 8 observed that Saeed’s involvement had surfaced during the investigation and that he was “allegedly involved in terrorism.”

The court noted that he was at large and that the investigating agency had not been able to secure his attendance “in the ordinary manner,” and issued a general non-bailable warrant against Saeed.

The latest warrant is the second non-bailable warrant issued against the LeT founder by the Special NIA Court in Jammu in two months.

On July 8, the court issued the first NBW against Saeed in connection with last April’s Pahalgam terror attack that left 25 tourists and a local dead. (AGENCIES)

The growing participation of youth in sports reflects a positive change in Jammu and Kashmir, with youngsters increasingly using sporting platforms to pursue their dreams, Chief Secretary Atal Dulloo said on Tuesday.

Addressing the concluding ceremony of the CPL at General Bipin Rawat Stadium in Baramulla, Dulloo said sports are emerging as a launchpad for youth to realise their dreams, while playgrounds serve as classrooms of life where youngsters learn valuable lessons and get opportunities to showcase their talent and prove their mettle.

He lauded the Indian Army’s Dagger Division for organising the league and providing young sportspersons with a platform to pursue their ambitions through cricket.

Dulloo said around 1,600 players from more than 10 districts participated in the tournament. He also appreciated the parents for supporting their children and encouraging them to utilise such platforms to pursue their sporting aspirations.

The Chief Secretary said the government would further upgrade the infrastructure at General Bipin Rawat Stadium to provide players with better facilities and enhance the experience of spectators, particularly during day-and-night sporting events.
