The Supreme Court on Tuesday agreed to hear next week a PIL seeking suspension of Chief Election Commissioner Gyanesh Kumar and challenging the manner in which the poll panel led by him took decisions allegedly without the approval of two Election Commissioners. The matter was mentioned before a bench of Chief Justice Surya Kant and Justices Joymalya Bagchi and V Mohana. Senior advocate Vikas Singh, who mentioned the matter, told the bench that as per the statutory scheme, decisions of the multi-member Election Commission have to be unanimous or by majority. “The way the Election Commission is functioning, there is serious doubt over whether the decisions are unanimous,” he submitted. “We will list this next week”, the CJI said. The PIL, filed by Patna resident Rakesh Kumar Singh, has urged the top court to determine whether CEC Kumar has been individually exercising powers that legally belong to the Election Commission as a whole, and, if so, to declare those actions unauthorised and take appropriate legal action.

“Direct that respondent No.3 (CEC) shall not exercise the functions of Chief

Election Commissioner of India pending final hearing of the present petition; direct that during such period, the business of the Commission be transacted by the unanimous decision of respondent Nos. 4 (Sukhbir Singh Sandhu) and 5 (Vivek Joshi); and direct that any appointment to the resulting vacancy be made upon the recommendation of a Committee, including the Hon’ble Chief Justice of India,” the plea stated.

“Respondent No. 3 ought to be suspended from functioning as Chief Election Commissioner of India, pending final hearing of the present petition, so as to restore the multi-member character of the Election Commission,” the plea said.

The plea comes in the backdrop of a report in the Indian Express which claimed that Election Commissioners Sandhu and Joshi had objected on record at least 14 times over the past 10 months to decisions and orders on Special Intensive Revision (SIR) of electoral rolls that they said were issued without their knowledge or recommendation

Under fire over the red flags raised by two of its commissioners over the SIR process, the EC has asserted that differing views and observations are a normal part of deliberations in any institution and all its orders carry full legal sanction and follow established statutory procedures.

The petition has made the Union Law Ministry, the poll panel, CEC Kumar, Sandhu Joshi and Maneesh Garg, a senior official of the poll panel, as parties.

“This petition concerns not the fortunes of any individual constitutional functionary, but the constitutional identity of the Election Commission of India itself. Article 324(1) of the Constitution does not vest the superintendence, direction and control of elections in an individual Chief Election Commissioner. It vests those powers in ‘a Commission’,” the plea said.

Referring to constitutional schemes, the plea said they “deliberately separated membership of the Commission from the chairmanship of the Commission, and separated the chairmanship of the Commission from the Commission’s power”.

According to the petition, Sandhu and Joshi recorded at least 14 objections between October 2025 and August 2026 concerning various actions attributed to the Election Commission.

The objections relate to communications allegedly issued in the name of the Commission without its approval, the absence of agendas and minutes of meetings, changes to statutory Form-6, access and control over the ERONet/ECINet electoral-roll database, changes in IT-related work allocation and appeals filed in the name of the Election Commission before West Bengal Appellate Tribunals, it said.

“Declare that the powers vested under Article 324 of the Constitution are constitutionally required to be exercised by the ECI as a multi-member collegial body…, and that no communication, order, direction, appeal or other act may be issued or represented as an act of the Election Commission save pursuant to a decision of the Commission taken unanimously or, upon disagreement, by majority…,” the plea submitted.

The plea relied on written objections recorded by the two ECs and said the underlying allegations should not be treated as conclusively established merely on the basis of media reports.

The plea urged the court to call for the Commission’s primary records, including minutes, agendas, approval sheets, file notings, work-allocation orders, IT-access records, server logs and database-change histories.

One of the issues raised concerns the alteration of Form-6, the statutory form used in connection with electoral roll registration.

The petition submitted that Joshi recorded an objection on May 16, 2026, stating that the form could not lawfully be altered to require additional SIR-related disclosures without an amendment to the Registration of Electors Rules, 1960.

Sandhu is stated to have concurred with the objection on May 19, it added.

The petition also referred to concerns recorded by Joshi regarding the gradual centralisation of the electoral-roll database and sought an independent audit of database access credentials.

It further refers to objections concerning access by field-level statutory officers to the ECINet system.

“Direct Respondent Nos. 2 and 3 (Election Commission and the CEC) to preserve, without alteration, deletion, destruction, overwriting or archival, all physical and electronic records relevant to the present petition, including minutes, agendas, file notings, approval sheets, correspondence …,” it said.

The plea also referred to filing of appeals in the name of the Election Commission before appellate tribunals in West Bengal.

The petition also referred to alleged objection by Sandhu seeking to know who authorised such appeals and under what authority.

It urged the court to examine the legality of the disputed Form-6 alteration and certain IT work-allocation measures and, subject to the records produced before the court, the authorisation of the West Bengal appeals. (Agencies)

What You Must Understand Before Trying the Most Popular Casino Games

0

Entering the world of online casino games can be like walking into a glittering arcade where every spin and deal brings excitement https://totoscasino.net. For players across the UK, the appeal is quick, but a little forethought goes a long way. TOTO Casino gathers a huge collection of games under one roof, yet the most savvy players are those who take a moment to comprehend what is behind the flashing lights. From the way bonuses are designed to the true meaning of wagering requirements, grasping the essentials changes a casual flutter into a more assured, disciplined experience. This guide walks through the key points every new player should take into account before making that first bet, touching on game types, payments, security, and the useful tools that help maintain the fun on the right side of the line. No two players are the same, but the same guidelines of informed play are relevant to everyone.

Responsible Gambling Tools That Put You in Control

Enjoying casino games responsibly means viewing the activity as a kind of leisure expense rather than a way to make money. TOTO Casino offers a set of tools designed to assist players remain inside their own parameters. Deposit limits can be set on a per day, weekly, or monthly schedule, and any attempt to surpass them is instantly prevented. Loss limits work similarly, restricting the quantity that can be lost over a picked period. Session reminders, commonly known as reality checks, show at periods chosen by the player, indicating how extensively they have been participating and how extensively they have spent. These soft reminders are surprisingly effective at disrupting the hypnotic condition that can sometimes accompany extended play. For those who need a greater rest, a pause option permits the account to be blocked for a duration spanning from twenty‑four hours to several weeks.

Self‑exclusion is the strongest tool on offer. By enabling this option, a player can restrict access to their TOTO Casino account for a minimum of six months, with the ability to prolong it to a year or beyond. During this period, the casino will not dispatch marketing materials, and the account cannot be reactivated until the exclusion concludes and a proper request is made. In the UK, the GamStop system offers a countrywide self‑exclusion service that includes all regulated operators with a one registration. TOTO Casino is involved in this scheme, and references to GamStop as well as help organisations like GamCare and BeGambleAware are prominently shown on the site. These materials offer free, confidential advice for anyone who thinks their gambling is turning into a problem. The presence of such tools is not an admission that gambling is damaging by definition; rather, it is a recognition that control belongs in the hands of the player, and the casino’s role is to provide the methods to use it.

The way Welcome Bonuses and Promotions Really Work

Nearly every online casino receives new players with a welcome offer, and TOTO Casino is no exception. These promotions commonly combine a deposit match with a bundle of free spins on selected slot games. For example, a common structure might match the first deposit by one hundred per cent up to a specified amount, in essence doubling the starting bankroll. The headline figures look generous, but the real value lies in the terms attached. Every bonus comes with conditions such as a minimum deposit requirement, a cap on winnings derived from free spins, and a list of eligible games. Some titles may be excluded totally, while others contribute only a fraction of each bet towards clearing the bonus. Reading the full promotional terms before opting in is not just a formality; it is the single most important step to avoid disappointment later. TOTO Casino displays these details clearly on its promotions page, and players are encouraged to review them each time they claim an offer.

Ongoing promotions at TOTO Casino extend well beyond the welcome package. Reload bonuses, cashback offers, and slot tournaments appear often, each with its own set of rules. Loyalty rewards or a VIP programme may also be available, offering perks such as faster withdrawals, dedicated account managers, or exclusive event invitations. However, the same principle applies: no two promotions are identical, and the fine print dictates whether an offer suits a particular playing style. A cashback deal, for instance, might return a percentage of net losses over a weekend, but it could come with a cap and a short expiry window. Free spins often carry a maximum win limit, meaning even a lucky streak may not translate into a huge withdrawable sum. By treating bonuses as an added layer of entertainment rather than a guaranteed profit centre, players can enjoy the extra playtime without unrealistic expectations. The key is to stay curious, read carefully, and never assume that one offer works like another.

Wagering Requirements: The Crucial Element to Unlocking Bonus Value

Wagering requirements are the process that determines when bonus funds and any associated winnings can be converted into withdrawable cash. They are presented as a multiplier, such as thirty‑five times the bonus amount. If a player obtains a £50 bonus with a 35x requirement, they must stake totalling one thousand seven hundred and fifty pounds before a withdrawal is allowed. This figure can increase quickly when the deposit amount is also included, as some offers tie the wagering to the bonus plus deposit sum. Understanding this arithmetic is crucial because it directly impacts how feasible it is to fulfill the playthrough. TOTO Casino explicitly outlines its wagering requirements alongside each promotion, and these numbers typically fall within the industry range of thirty to fifty times the bonus. The lower the multiplier, the more attainable the target becomes for the average player.

Not all games contribute equally towards meeting wagering requirements. Slots usually represent one hundred per cent, meaning every pound bet on a slot reduces the requirement by a pound. Table games like blackjack and roulette, however, often count only ten or twenty per cent, and some live casino games may be left out altogether. This is because games with a low house edge provide the player a better statistical chance of keeping their balance while clearing the bonus. A player who prefers blackjack might find that a 35x wagering requirement on slots feels far heavier when enforced to their preferred game. Additionally, betting limits during bonus play are commonly limited, for instance at five pounds per spin or hand, to prevent high‑risk strategies aimed to rush through the requirement. TOTO Casino imposes such limits to maintain fair play. Examining the game weighting table and maximum bet rules before starting ensures there are no surprises when it is time to submit a withdrawal.

Regulation, Protection, and Fairness You Can Rely On

For every player in the UK, the most important badge of trust is a licence from the UK Gambling Commission. This regulatory body upholds stringent rules covering safeguarding player money, fairness of games, and responsible gaming measures. TOTO Casino runs under such an authorisation, and its credentials are shown in the footer of the website. Players can navigate to verify the licence status on the Commission’s public register, which verifies that the operator meets ongoing compliance requirements. Beyond licensing, the platform employs advanced SSL encryption to protect all data transmitted between the player’s device and the casino’s servers. This is the very same technology used by banks, guaranteeing that personal and financial details stay confidential. Independent testing bodies, such as eCOGRA or iTech Labs, regularly audit the random number generators that drive the games, attesting that outcomes are completely random and not manipulated in favour of the house above the stated payout percentages.

Safety goes to account integrity as well. TOTO Casino encourages players to use robust, distinct passwords and may provide two‑factor authentication as an extra protection. The casino also follows anti‑money laundering regulations, which is why ID verification is required before large withdrawals. While this step can feel intrusive, it is a legal obligation that safeguards the complete gaming community. Honest gaming is not just about random outcomes; it is also about transparent terms. TOTO Casino makes public its general terms and conditions, privacy policy, and bonus rules in simple language, giving players the information they need to make well‑informed choices. If a dispute occurs, the UK Gambling Commission supplies an independent complaints process, though respected operators like TOTO Casino seek to sort out issues straight away through their customer support team. This multi‑faceted approach to trust means players can concentrate on playing the games, knowing that a robust framework of protection lies behind every spin and every hand.

What Sets Apart the TOTO Casino Experience Distinctive

In a crowded market, TOTO Casino stands out through a blend of careful design, game diversity, and player‑centric service. The platform is designed with navigation in mind, so even new players can navigate from the lobby to a live blackjack table in seconds. Game providers include many of the industry’s leading studios, guaranteeing a selection of blockbuster slots, creative mechanics, and classic table games. The live casino section is especially well‑stocked, offering not just typical roulette and blackjack but also game‑show‑style titles that merge entertainment with betting. Customer support is reachable through live chat and email, with response times that show a sincere commitment to resolving queries promptly. While no operator can promise that every session will end in profit, TOTO Casino prioritizes delivering a fluid, fair, and clear environment where the terms are clear and the tools for control are always within reach.

Another factor that distinguishes TOTO Casino apart is its attention to the real details that are important to UK players. The acceptance of PayPal and fast e‑wallet withdrawals indicates an recognition that quick access to winnings is a priority. The lack of deposit fees and the clear presentation of wagering requirements remove common friction points. Regular promotions are organized to compensate loyalty without masking behind unrealistic conditions, and the mobile experience is polished enough to be independent rather than appearing like a scaled‑down afterthought. While every player’s experience is subjective, the blend of licensing security, game depth, and user‑oriented features creates a foundation of trust. Before exploring the most popular casino games, recognizing that the platform behind them respects both the player’s money and their time makes all the difference. TOTO Casino welcomes players to explore, but always with the awareness that educated choices lead to the most fulfilling sessions.

Playing on the Go: Smartphone Experience at TOTO Casino

The days of being tied to a desktop computer are long gone, and TOTO Casino has fully integrated mobile play with a fully optimised website that operates flawlessly across smartphones and tablets. There is not necessary to download a dedicated app unless one is offered and preferred; simply accessing the casino through a mobile browser such as Safari or Chrome offers the full experience. The site utilises responsive design and HTML5 technology, so games adjust automatically to fit smaller screens without compromising quality. Touch controls replace mouse clicks, allowing you to spin slots, place bets on roulette, or speak with live dealers using just a fingertip. The mobile lobby matches the desktop version, providing access to the same game library, account management tools, and promotions. Loading times are generally fast on 4G and 5G connections, although a stable Wi‑Fi network is suggested for live casino streams to avoid buffering.

One key aspect for mobile players is data usage. Slot games and table games use minimal data, but live dealer streams can consume more, particularly during longer sessions. TOTO Casino’s mobile interface is designed to be lightweight, but players who are mindful of their data limit may want to adjust their settings or stick to non‑live games while on the move. The mobile cashier handles all the same payment methods as the desktop version, including PayPal and debit cards, with deposits and withdrawals processed via a secure, mobile‑friendly interface. Notifications about promotions or account activity can be managed through browser settings or, if a native app is installed, through the device’s notification centre. The convenience of having a full casino in a pocket means that a quick session during a commute or while waiting for an appointment is always possible, but it also makes the responsible gambling tools all the more crucial. TOTO Casino ensures that deposit limits, reality checks, and self‑exclusion options are as readily available on mobile as they are on a larger screen.

Secure and Convenient Payment Options for UK Players

Handling money at an online casino should be simple and safe. TOTO Casino supports a range of payment methods tailored to UK players, including Visa and Mastercard debit cards, which are the most widely used method. E‑wallets such as PayPal, Skrill, and Neteller are also commonly accepted, offering an extra layer of privacy because the casino never accesses the player’s bank details. Prepaid vouchers like Paysafecard offer another choice for those who opt not to share any financial information online. Bank transfers are available too, though they tend to be slower. Deposits are processed instantly across virtually all methods, so the funds appear in the casino account within seconds and play can begin right away. TOTO Casino does not impose fees for deposits, though players should confirm whether their own payment provider applies any charges.

Withdrawal times vary depending on the chosen method, and this is where many players focus their attention. E‑wallets generally deliver the fastest payouts, often within twenty‑four hours once the account has been authenticated. Debit card withdrawals can need between three and five working days, while bank transfers may extend to seven working days. The first withdrawal usually initiates a verification process, where TOTO Casino demands documents such as proof of identity and address. This is a standard regulatory obligation in the UK and helps protect both the player and the operator from fraud. Submitting clear, valid documents promptly can substantially speed up future withdrawals. It is also important noting that many casinos, including TOTO Casino, carry out withdrawals back to the same method used for depositing where possible. Comprehending these timelines and getting ready verification documents in advance eliminates much of the anxiety that can accompany cashing out winnings.

Comprehending the Different Game Categories at TOTO Casino

The lobby at TOTO Casino is divided into clear categories, each offering a distinct style of play. Slot games dominate the selection, spanning from classic three‑reel fruit machines to modern video slots packed with bonus rounds, cascading reels, and immersive themes. Progressive jackpot slots sit in their own league, where a tiny portion of every bet supplies a pooled prize that can soar into seven‑figure territory. Table games form the next pillar, with multiple variants of blackjack, roulette, baccarat, and poker accessible in digital format. These games lean on random number generators to determine outcomes, guaranteeing every hand or spin is independent and fair. For players who prefer a more social atmosphere, the live casino section streams real dealers from professional studios directly to the screen. Here, games like Lightning Roulette or Infinite Blackjack unfold in real time, with chat functions that let players engage with the dealer and sometimes with each other. Grasping these categories helps focus choices based on mood, budget, and the level of engagement desired.

Beyond the main sections, TOTO Casino also includes instant‑win games such as scratch cards and arcade‑style titles that yield quick results without complex strategies. Each game type arrives with its own pace and risk profile. Slots, for instance, can be enjoyed for pennies per spin or much higher stakes, while table games often have clearly indicated minimum and maximum bet limits. The live casino typically demands slightly larger minimum bets than digital tables, reflecting the cost of running a real‑time studio. Before starting, it is wise to review the game rules and paytables, which are always reachable within each title. Many games also present a demo mode that enables risk‑free practice. This feature is extremely useful for getting comfortable with bonus mechanics or testing a betting strategy before investing real money. By spending the time to browse the categories and try a few demos, players can approach the tables or slots with a much clearer sense of what to expect.

Selecting the Best Game for Your Preferences and Spending Limit

With numerous games on offer, selecting a game can feel overwhelming. A systematic method helps narrow the field. Start by examining the RTP, or RTP, which represents the theoretical amount a game offers over millions of spins. Slots with an RTP of ninety‑six per cent or above are usually regarded as favourable, though this figure is a long‑term average and says little about short sessions. Volatility is also key. Low‑volatility games award small wins often, making them well‑suited for players who are working with a modest budget. High‑volatility slots, by contrast, provide larger wins but with more extended losing streaks in between. Table games like blackjack, when played with basic strategy, give some of the highest RTPs in the casino, often above ninety‑nine per cent. Roulette variants differ too; European roulette with a single zero has a smaller casino advantage than American roulette with its double zero.

Beyond the numbers, personal preference plays a significant role. A player who likes narrative depth might gravitate towards branded slots with cinematic cut‑scenes, while someone who favours quick decisions may find instant‑win games more appealing. additional details The following tips can help with the selection process:

  • Look at the RTP and volatility information, typically located in the game’s help or info section.
  • Utilise demo mode to experience the gameplay mechanics and bonus features without risking real money.
  • Set a session budget and choose games with bet sizes that give you at least fifty to one hundred spins or hands, lowering the chance of going broke too quickly.
  • Go through the rules for any special features, such as gamble options or progressive jackpot triggers, so there are no hidden details.
  • Think about the pace of play; live dealer games move more slowly than digital ones, which can be an benefit for bankroll management.

Ultimately, the right game is one that suits both the player’s financial comfort zone and their idea of entertainment. TOTO Casino’s filtering tools, which allow organising by provider, popularity, or feature, make it simpler to find a good starting point. There is no one perfect game for everyone, but a considered approach turns the vast choice from a source of confusion into a real benefit.

The Founding of YouTube A Short History

0

YouTube is one of the most influential platforms in modern media, but its origin story is surprisingly simple: a small team wanted an easier way to share video online. In the early 2000s, uploading and sending video files was slow, formats were inconsistent, and most websites weren’t built for smooth playback. YouTube’s founders focused on removing those barriers—making video sharing as easy as sending a link.

Who Founded YouTube?

YouTube was founded by three former PayPal employees: Chad Hurley, Steve Chen, and Jawed Karim. They combined product thinking, engineering skills, and a clear user goal: create a website where anyone could upload a video and watch it instantly in a browser.

  • Chad Hurley — product/design focus and early CEO role
  • Steve Chen — engineering and infrastructure
  • Jawed Karim — engineering and early concept support

The Problem YouTube Solved

At the time, sharing video often meant emailing huge files or dealing with complicated players and downloads. YouTube made video:

  1. Uploadable by non-experts (simple interface)
  2. Streamable in the browser (no special setup)
  3. Sharable through links and embedding on other sites

Early Growth and the First Video

YouTube launched publicly in 2005. One of the most famous early moments was the first uploaded video, “Me at the zoo,” featuring co-founder Jawed Karim. The clip was short and casual—exactly the kind of everyday content that proved the platform’s big idea: ordinary people could publish video without needing a studio.

Key Milestones Timeline

Year/Date

Why It Mattered
2005 YouTube is founded and launches Introduced easy browser-based video sharing
2005 “Me at the zoo” is uploaded Became a symbol of user-generated video culture
2006 Google acquires YouTube Provided resources to scale hosting and global reach

Why Google Bought YouTube

By 2006, YouTube’s traffic was exploding. Video hosting is expensive—bandwidth and storage costs rise fast when millions of people watch content daily. Google’s acquisition gave YouTube the infrastructure and advertising ecosystem to grow into a sustainable business.

What YouTube’s Founding Changed

YouTube didn’t just create a popular website; it reshaped how people learn, entertain themselves, and build careers online. Its founding helped accelerate:

  • Creator-driven media and influencer culture
  • How-to education and free tutorials at massive scale
  • Music discovery, commentary, and global community trends

From a small startup idea to a global video powerhouse, YouTube’s founding is a classic example of a simple product solving a real problem—and changing the internet in the process.

SC Asks Centre To Consider Extending Tenure Of Retiring Members Of Tribunals

0

Observing that tribunals should not become defunct owing to vacancies, the Supreme Court on Tuesday asked the Centre to consider extending the tenure of retiring presiding officers and members of such quasi-judicial bodies for a month or so till fresh appointments are made.

A bench comprising Chief Justice Surya Kant and justices Joymalya Bagchi and V Mohana was urged by the Centre through Attorney General R Venkataramani that the process for fresh appointments has been set in motion and no such pleas for ad hoc extensions should be considered.

The top law officer was responding to the submissions of a lawyer pertaining to vacancies in various tribunals, including the DRAT (Debt Recovery Appellate Tribunal where some members are retiring soon.

“Now that everything is set in motion. These IAs (interim applications) may not be entertained any longer. A month or two should not make a difference,” the attorney general said.

“Can you make a decision at your end that you will increase ad hoc arrangement for a month or so,” the CJI asked, adding, “You need to give us a definite response that the posts will be filled. The moment we dispose of these petitions, and a fresh appointment is not made, another round will start.”

The law officer said now the new Tribunal Reforms Act has come into being and it provides for the appointment process.

We don’t want tribunals to become defunct. Current arrangement may continue on ad hoc,” the CJI said and listed the plea for hearing on Wednesday.

On September 8, the Centre informed the bench that 248 members of different tribunals have been found eligible for extension under the Tribunal Reforms Act, 2026 and their services were being extended.

The government said that eligible tribunal members would continue in office until they completed the five-year tenure prescribed under the new law or attained the applicable maximum age limit.

The bench also took note of the submissions that three members, two judicial and one technical, of the National Green Tribunal are demitting offices and it will have adverse impact on the functioning of the green tribunal.

The bench, as an interim measure, extended the tenure of three NGT members till appointments are made to their posts.

With regard to other tribunals, the bench asked the Centre to take up the issue of appointment in accordance with the 2026 Act without any delay.

The attorney general had informed the bench that 248 members of different tribunals had been found eligible for extension under Section 24 of the new law.

The bench recorded that eligible members would continue in office until they completed the five-year tenure prescribed under the new regime or attained the applicable maximum age limit.

The issue had arisen against the backdrop of the earlier order of May 19, when the top court had extended until September 8 the tenure of tribunal chairpersons, presidents and members whose terms were due to expire before that date to ensure that the functioning of tribunals was not disrupted.
