National IED Data Management System to Be Next-Generation Security Shield Against Terrorism: Amit Shah

New Delhi, Jan 9: Union Home Minister Amit Shah on Friday said that India’s first National IED Data Management System (NIDMS) will serve as a next-generation security shield against terrorism and play a crucial role in investigating and analysing terrorist incidents across the country.

Shah made these remarks while virtually inaugurating the NIDMS at the National Security Guard (NSG) Garrison in Manesar, Gurugram. The launch marks a major step towards strengthening India’s counter-IED and internal security framework. The event was attended by the Union Home Secretary, Director of the Intelligence Bureau, Director General of the NSG, Directors General of Central Armed Police Forces, and Directors General of Police from various states.

Developed by the NSG, the NIDMS is a secure national-level digital platform designed for the systematic collection, collation and sharing of data related to Improvised Explosive Devices (IEDs).

Shah said the system will be extremely important in the coming days for investigating all types of terrorist incidents and analysing various aspects of such attacks. He added that the platform will significantly strengthen the country’s internal security mechanism.

The Home Minister noted that although the Ministry of Home Affairs has generated vast amounts of data over the years, much of it remained isolated in separate silos. He said efforts are now underway to integrate these data sources and analyse them using advanced artificial intelligence-based software. The launch of NIDMS, he said, will accelerate this process and act as a major milestone in the fight against terrorism.

Shah explained that the platform will provide a comprehensive, integrated and online data system accessible to the National Investigation Agency, Anti-Terrorism Squads across states, state police forces and all Central Armed Police Forces. Data related to any IED or blast incident anywhere in the country can be uploaded to the system, enabling investigators to draw insights and guidance during probes.

He said the NSG already maintains a database of all bomb blast incidents in the country since 1999, and this information will now be accessible to security agencies nationwide through the NIDMS. The system will help analyse patterns of explosions, methods used by terrorists and types of explosives involved, as well as establish linkages between incidents based on similarities in modus operandi and circuitry.

According to Shah, the NIDMS will strengthen the process of collecting, standardising, integrating and securely sharing IED-related data. It will provide single-click access to information that is currently scattered across multiple case files, enabling faster and more effective investigations.

The Home Minister said the initiative aligns with the concept of “One Nation, One Data Repository,” under which data from different departments will be available as a national asset to police units across the country. This, he said, will improve both the speed and quality of investigations and prosecutions, help identify patterns more easily and promote scientific, evidence-based prosecution.

Shah also praised the NSG, calling it a strong pillar of India’s internal security. He said the force’s courage, specialised skills and dedication ensure the safety of citizens across the country. He added that NSG regional hubs are now operational or being established in Mumbai, Chennai, Kolkata, Hyderabad, Ahmedabad and Ayodhya, which will significantly reduce response time during emergencies.

Once all hubs are fully operational, Shah said, the NSG will be able to reach any part of the country within one to one-and-a-half hours in case of a crisis.
